The Smart City Transformation Support Project aims to transform cities into sustainable, livable, and technologically advanced urban areas. The project focuses on municipalities within the pilot province of Kırıkkale, intending to establish a smart city strategic framework, proliferate existing implementations, construct a robust data infrastructure, and enhance it with advanced smart city applications. The technological tools and software to be employed include the National Smart City Open Data Platform, Smart City Ecosystem Platform, City Index, Cloud City Information System Applications, E-Plan Automation System, Traffic Safety and Density Analysis Platforms, Urban Mobility Software (SUMO), and Mobility Counting Application. The project aims to formulate a localized smart city strategy and roadmap, facilitate the integration process by establishing a comprehensive data infrastructure, develop sophisticated smart city applications, and elevate the awareness level regarding the smart city concept.
The project is being implemented under the administration of the Ministry of Environment, Urbanization and Climate Change, General Directorate of Geographical Information Systems.
It is aimed to scan, coordinate, digitize the adjacent area data on paper in the archive of the Zoning Planning Department of the General Directorate of Spatial Planning of the Ministry of Environment, Urbanization and Climate Change, in accordance with TUCBS standards, prepare, organize, harmonize the attribute data and store it in the PostgreSQL environment.
The aim of the project is to scan, coordinate, digitize in TUCBS standards, obtain PlanGML data, and transfer to the e-plan automation system for urban plans located in paper format in the archives of the Department of Urban Planning under the Ministry of Environment, Urbanization, and Climate Change. Within this scope, 5,000 sheets of urban plans have been digitized and transferred to the e-plan automation system in PlanGML format, along with 330,000 related documents.
The objective of the project is to scan, coordinate, digitize in TUCBS standards, obtain PlanGML data, and transfer to the e-plan automation system for urban plans in paper format within the archives of the Department of Urban Planning under the Ministry of Environment, Urbanization, and Climate Change. In this context, 8,000 sheets of urban plans have been digitized and transferred to the e-plan automation system in PlanGML format, along with 220,000 related documents.
With the project; Secure and systematic management of 1/5000 and 1/1000 scale development plans within the borders of Bodrum Municipality, plan changes and documents and files in the physical environment of the plan in the archives of Bodrum Municipality Plan and Project Directorate, by creating a digital archive, to access documents and plans quickly, securely and It is aimed to create a Geographic Information System database that will provide up-to-date access to the project and allow the zoning plan information in the digital plan mosaic to be intelligent, questioned and reported.
In this context, it is aimed to scan, coordinate, digitize 23,600 plan sheets of zoning plans, transfer them to the database together with approximately 30,000 related documents, make them questionable, and make them ready to be transferred to the e-Plan Automation System in PlanGML format.
As part of the Fethiye Municipality PlanGML Project, 1/1000 and 1/5000 scale urban plans and zoning changes belonging to Fethiye Municipality have been organized and transferred to the database in accordance with PlanGML schemas.
The e-Plan Automation System aims to establish the standardization of spatial plans produced in our country, gather existing plan data, and store and manage it in the plan.gml database defined by the Ministry.
As part of the project, a total of 24,000 sheets of urban plans falling under the responsibility of the Directorate General for the Protection of Natural Assets, Ankara Metropolitan Municipality, Kayseri Metropolitan Municipality, and Manavgat (Antalya) Municipality were scanned, coordinated, and digitized. The digital plans were intelligently processed and transferred to the T.C. Ministry of Environment and Urbanization, General Directorate of Geographic Information Systems, database in plan.gml format. Additionally, all implementation and zoning plans within the boundaries of Kayseri Metropolitan Municipality were updated to obtain updated cadastral plans. These plans were also intelligently processed and transferred to the T.C. Ministry of Environment and Urbanization, General Directorate of Geographic Information Systems, database in plan.gml format.
As part of the project, urban plan sheets within the jurisdiction of Diyarbakır Metropolitan Municipality have been digitized, resulting in obtaining up-to-date comprehensive urban planning data. The plan data was intelligently processed and transferred to the database. Regarding the urban plans in the archive of the Department of Urban Planning, approximately 150,000 documents, including institutional opinions, council decisions, committee decisions, notice posting records, court decisions, etc., were scanned and indexed. Relationships were established between the indexed documents and the digital urban plans. Additionally, 11,000 approved urban plan sheets were scanned and coordinated, along with relevant documents such as council decisions, notice posting records, and institutional opinions. These plans have been made searchable and queryable based on location.
The digitized urban plans, coordinated urban plan sheets, and related documents were loaded into the e-plan automation system, matched with PIN numbers.

The plan data was smartened and transferred to the database. Institutional opinions, council decisions, committee decisions, announcement suspension minutes, court decisions, etc. regarding the zoning plans in the archives of the Zoning Planning Department. The documents were scanned and indexed. A relationship has been established between the indexed documents and digital zoning plans. Thus, approved zoning sheets of any plan within the borders of Erzurum Metropolitan Municipality and the council decision regarding the relevant plan, announcement suspension minutes, institution opinions, etc. The documents have been made searchable and queryable based on location.

A relationship has been established between the indexed documents and digital zoning plans. 6,000 approved development plan sheets within the borders of Adana Metropolitan Municipality were scanned and coordinated. Relationships were established between the indexed documents and the digital urban plans. Approved urban plan sheets for any plan within the boundaries of Edremit Municipality, along with relevant documents such as council decisions, notice posting records, and institutional opinions, have been made searchable and queryable based on location.
Architectural projects, static projects, electrical projects, etc., related to parcels, as well as documents such as permits, building usage permits, etc., were scanned and transferred to the digital archive system with a geographic base, associated with the respective parcels.
T.R. Development plan sheets of all sizes related to tourism regions were scanned with the Tourism Inventory System (TES) carried out within the General Directorate of Investment and Enterprises of the Ministry of Culture and Tourism. The scanned zoning plan sheets were coordinated and associated with the relevant plan boundary in the database. Approval date of the plans, approving institution, scale, type, region, etc. Information such as this has been entered into the database. Plan review and evaluation board minutes, plan explanation reports, etc. regarding these plans. The documents were scanned and associated with the relevant plan. The zoning plans were digitized through the coordinated sheets and current holistic plan data was obtained. The current plan data obtained was transferred to the PostgreSQL database and provided a queryable structure. Within the scope of the project, approximately 20,000 development plan sheets were scanned, coordinated, digitized, updated holistic plan data was obtained and transferred to the database together with their associated documents.
The 1/1000 scale implementation zoning plans and 1/5000 scale implementation zoning plan data in the archives of Mardin Metropolitan Municipality have been edited and made ready to be transferred to the database.
The comprehensive and up-to-date plan data of Polatlı Municipality, including zoning plans and zoning changes, has been organized and transferred to the database in accordance with PlanGML schemas.
The urban plans of Akçaabat Municipality have been digitized to obtain an updated cadastral plan, and necessary adjustments have been made to transfer the data to the database.

Approximately 26,000 documents, including institutional opinions, council decisions, committee decisions, notice posting records, court decisions, etc., related to urban plans in the archive of the Urban Planning Department, were scanned and indexed. Relationships were established between the indexed documents and the digital urban plans in the database. Consequently, approved urban plan sheets for any plan within the boundaries of Mamak Municipality, along with relevant documents such as council decisions, notice posting records, and institutional opinions, have been made searchable and queryable. In this context, approximately 1,200 plans, along with their sheets and documents, were scanned and transferred to the database.
As part of the project, approximately 1,800,000 documents, including statements, title deeds, petitions, receipts, payment orders, etc., within the registration files in the archive of the Financial Services Directorate, ranging from A6 to A3 sizes, have been scanned and indexed. The project, progressing in stages, foresees the scanning of approximately 25,000,000 documents in total.
